What flows

Custody is expressed on Device.operational_status per ADR-0013 and driven by the satellite’s engagement mode (EngagementMode in src/fleet_manager/settings/agents/workflow.py). Google front their own Partner Operations API; Fleet Manager delivers custody state through the Borneo connector (see google-borneo). Commercial terms are not restated here.
